The work meeting „Identification of current status”, 24 April 2009

The experts of work packages 1 and 2, as well as other experts involved, were invited to participate to this meeting, in order to finalise the synthesis reports of the first UAR project phase. The plenary meeting started with the presentation of three reports: - Report on current status analysis at national level (institutional level); - Report on current status analysis at international level; - Report on current status analysis at national (central) level. The discussions were focused on the data set to be collected for the Unique Academic Record, including the special cases. Proposals were made for collection of data concerning modification of students’ surnames through marriage, adoption, request for modification, and social status data – orphans, half-orphans, monoparental families, etc. – necessary information for scholarship reporting. Regarding the foreign students, the code of the Ministry acceptance letter shall be entered. The meeting participants mentioned the need for a guideline to ensure a uniform approach of the secretariat activity at the university level. Technical issues were discussed concerning creation and implementation of the UAR system. The debates emphasised the need for the elaboration of a management system standard, to be observed by each university that decides to implement an IT student management system. Local interfaces are necessary in order to facilitate data migration from local systems to UAR. One of the issues proposed for analysis was the establishment of local interfaces. These interfaces cannot be created in a short time only by the company that will develop the UAR IT system. A solution would be to group the universities by categories, taking into account the development of their student management and processing systems. The meeting attendants proposed the establishment of an IT expert team, made of university representatives, that would ensure and maintain a specialised collaboration between the UAR application company and the universities .

The experts work meeting of 19 January 2009

The meeting took place at CNFIS-UEFISCSU headquarters in Bucharest; the scope of meeting was refining the instrument of analysis concerning the current status of higher education institutions... The result of this meeting contributes to finalising the analysis questionnaire regarding the current status of higher education student management systems in Romania. The meeting was attended by experts from UAR project collaboration institutions and important universities in the country, including experts of the project technical assistance team. During the meeting, comments were made concerning the structure and form of the initially proposed questionnaire. The participants analysed the infrastructure information component (time for filling in the questionnaire, clearness of questions, rewording of some questions, order of questions) and the student data structure component (time for filling in the questionnaire, two-set structuring of a student personal data : permanent personal data and optional personal data). The discussions emphasised the need for the elaboration of a questionnaire filling-in guide; options were analysed with regard to the filling-in staff at university level.
